ITANAGAR, June 15: The Arunachal Pradesh Legislative Assembly Speaker has extended the terms of Business Advisory Committee, Rules Committee, Privilege Committee, Budget Committee, Library Committee, Subordinate Legislation, Govt Assurance Committee, Committee on Petition, House Committee and Committee on Absence of Members from the Sitting of the House, Committee on Welfare of other Backward Classes and General Purpose Committee of the Legislative Assembly for another one year with effect from June 17, or till the committees are reconstituted, according to an official release.

Dept. clarifies on scholarship
ITANAGAR, June 15: The Social Justice, Empowerment & Tribal Affairs Department, Govt of Arunachal Pradesh, today clarified that release of scholarship under the Post Matric Scholarship (PMS) scheme is subject to release of grants by the Union Ministry of Tribal Affairs. Pointing out the advertisements of certain private institutions in print media in the state claiming to provide free education for tribal student of the state under Post Matric Scholarship under the scheme of the Union Ministry of Tribal Affairs, it was further clarified that the Social Justice, Empowerment and Tribal Affairs Department has not entered into any MoU with those institutions claiming to provide free Post Matric Scholarship for tribal students. Such MoU has been entered into with ITFT Chandigarh, an departmental release said.
The department cautioned all parents and students to take extra care in seeking admission in various educational institutions with expectation of Post Matric Scholarship from the department.
Extortionists arrested
ITANAGAR, June 15: Acting on a specific information that some miscreants have been collecting money from various Govt departments and business establishments in and around Jairampur area for the last couple of days, the Jairampur police today apprehended two persons from Jairampur IB in connection with extortion charges. The arrested persons were identified as Lencha Zongsam, 26 and Daniel Tekhil, 20. The police also recovered 14 numbers of hand written notes on scanned office pad of an organisation from their possession along with cash amount of Rs. l270 only and one FZ motorcycle without registration number. The demand notes were reportedly addressed to the Managers of wood based industries of Jairampur, Managers of Cooperative Society and Petrol Depot, Jairampur and heads of Govt departments. The demanded amounts ranged from Rs.10,000 to Rs.35,000.
On further interrogation it was revealed that they had collected Rs.3000 only from M/s Arunachal Wood Base and Chemical Industries (P) Ltd, Jairampur on June 13. The Jairampur Police has registered a case in this regard.

Bazar committee cleans up Nlg daily market
ITANAGAR, June 15: The Bazar Welfare Committee, Naharlagun conducted a special social service to clean up the garbage in the Daily Market area.
It is a matter of concern that the Itanagar Municipality has no fuel to run their vehicles for cleaning up the Market area and the BWC were compelled to manage all the required fuel on the day long social service, said a press statement issued by Chairman Techi Jordu. The Market areas have become a dumping ground after the taking over of garbage management by the Itanagar Municipality resulting in unhygienic daily market as well as Naharlagun Town.
The BWC also questioned the collection of Rs.200 from each shop by the Itanagar Municipality meant for cleaning purpose. It hoped that the fund collected from the shop keepers are properly utilised.
While questioning the lack of cleanliness of the twin city under Itanagar Municipality, the BWC suggested that the market committees are empowered to take up the maintenance of the towns.
The BWC, Naharlagun also appealed all the shopkeepers to keep their surrounding clean by using private dustbins.

Sensitisation meeting on Municipal demarcation held
Changlang, June 15: Changlang District Deputy Commissioner cum Local Planning Authority Chairperson Chanchal Yadav has convened a meeting on local planning of the urban town and demarcation on municipality boundary areas for Changlang Urban Town today.
Addressing the meeting, she said that planning of Changlang town is in initial stage and lags behind in terms of urban infrastructure and amenities. During the meeting, Senior Town Planner, Itanagar, Sukhvinder Singh said that the Govt. has notified Changlang urban town to be included in the next phase of municipality.

ABK ES unit for APDBEP Act 2015
ITANAGAR, June 15: Rallying behind Eastern Parliamentary MP Ninong Ering, Adi Baane Kebang (ABK) East Siang district unit today opposed the demands made for cancellation of The Arunachal Pradesh District Based Entrepreneurs and Professionals (Inventive, Development and Promotional) Act 2015. In its representation to Chief Secretary, the ABK unit viewed that the current limit of amount Rs 10 crore should be raised to Rs 50 Crore.
The ABK unit stated that genuine, deserving and unemployed youth of the concern district and constituency will be deprived if the Act does not exist. The ABK unit informed the CS that it will resist any outside contractors in taking part in the tender process and appealed to all sections of contractors and firms to participate in any tender process as per the Act.
The ABK unit further questioned the state government’s stand why no action was being taken against mushrooming of Itanagar based organisations and unions, who according to ABK was threatening and intimidating government officers. It also informed the chief secretary that community land owners have already earmarked for the proposed establishment of AIIMS at Bogong Banggo Kebang.
FIR lodged against CS escort team
ITANAGAR, June 15: One Neelam Topu claiming to be the president of United Nyishi Organisation has lodged a FIR against the security personnel (escorts) of the Chief Secretary. He alleged that his car was smashed by the escort team near Barapani Bridge. The security personnel also threatened him with fake encounter, alleged the FIR.
Anganwadi workers senisitised on Childline helpline
ITANAGAR, June 15: The Anganwadi workers were sensitised on Childline 1098 services and Child Rights in a resource organisation meeting conducted by Childline, Itanagar, DBYC.
The meeting emphasised on Anganwadi workers to work in collaboration with Childline for the greater interest of the children, who are in need of care and protection.
Since we both are working in the same field for the development of the children, we should ensure that every child in need of care and protection are not deprived from their rights, said the Centre coordinator, Childline, Itanagar.
The Anganwadi workers shared various cases which they came across in their respective locality during the interaction programme.

Appeal not to oppose Act
ITANAGAR, June 15: The All Arunachal Contractors Welfare Association (AACWA) today appealed the All Nyishi Youth Association (ANYA) not to oppose the Arunachal Pradesh District Based Entrepreneurs and Professionals (Incentive, Development and Promotional) Act 2015. This Act will provide equal opportunities to every contractor of all the districts of the state and development in economic sectors will be rationalised among all contractors, the AACWA said in a release.
Meanwhile, the Association urged its all district units to strictly monitor the work quality of central and state Govt funded schemes. AACWA also requested the education departments to introduce biometric attendance system at all govt. Schools.

ITANAGAR, June 15: Governor of Arunachal Pradesh, J P Rajkhowa today called on the Defence Minister Manohar Parrikar at New Delhi and urged him for relaxation in recruitment norms for youth of Arunachal Pradesh and infrastructure facilities in border areas. They also discussed on expediting the Advance Landing Ground projects, Sainik School and roads under Border Road Organization.

It was agreed in the meeting that the nomenclature of the Integrated Check Posts should be changed to more appropriate nomenclature of 'Landport' on the analogy of Airport and Seaport. Rijiju emphasised that all concerned ministries should team up for development of existing trade routes and to explore the feasibility of new trade routes for setting up of 'Border Haats' and Land Custom Stations.
The Ministries have been advised to carry out inspections of the identified sites and probable locations. The Minister also reviewed the progress of development of border infrastructure including the border roads, border fencing, border outposts and advised the officers to resolve the problems and shortcomings in achieving the targets.
Secretary (Border Management), Ministry of Home Affairs was requested to bring the concerned state governments on board on this important issue of national security.

ITANAGAR, June 15: In comparison to other North Eastern state capitals like Gangtok, Shillong etc, Itanagar still has a long way to go in terms of infrastructure as well as human resource development. The moment one enters Arunachal either from Banderdewa or Hollongi gate, dilapidated roads welcomes the visitors. With the onset of monsoon, the situation is getting worse. With garbage lying all over the national highway as well as sector roads and drains getting chocked, citizens find it difficult to venture out. Adding to it, pathetic road condition and long traffic on the road, makes Itanagar a ‘depressed city’.
Once known for its beautiful hills and green cover, today Itanagar and its surrounding areas look like an urban jungle. One of the main reasons for deteriorating condition of the Capital complex is rampant illegal encroachment, construction of buildings without following laid down rules and illegal earth cutting. The incessant rainfall in the last few days has exposed the dark side of the capital region. Land and mudslide across the capital as a result of massive illegal earth cutting is posing serious threat to human life as well as public and government properties. Unfortunately authority concerned has failed to act tough against illegal encroachments. People of Capital complex had high hopes that coming of the municipal council will change the situation. But things have not improved. Lack of fund as well as internal political fight among councilors has disrupted the functioning of Itanagar Municipal Council (IMC) ever since it came into existence. BJP declares 12 hour Capital bandh

The number of students enrolled in the school has been reduced from 80 to 40 due to lack accommodation facility, the team said. Further, the students and teaching staff have also been facing accommodation problem due to delay in completion of the hostel buildings and teachers quarters, they said. Students, both boys and girls, have been accommodated in temporary homes.
The school also lacks proper drinking water supply provision, alternative electricity arrangement like DG set, boundary wall to prevent trespasser, the team said.
In spite of submitting several representations by East Kameng Deputy Commissioner and people’s representative of Seppa, the JNV authority has not paid any heed to solve the problems of Seppa JNV, the team rued and urged the JNV DC to redress the problems of the school immediately.
DC suggests public to avail benefits of health schemes

Take precautionary measures
The report of food crisis in Lazu under Tirap district is matter of deep concern. As per the media report quoting local government officials, food crisis has turned critical following disruption in road communication for more than two months. Report also adds that affected people have been forced to adopt medieval age mode of transportation to carry food and other essential items risking their own lives. Instead of vehicle, horse is becoming popular means of transportation.
Government of Arunachal should immediately intervened and take steps to ease the problems affecting local people. Still we are in early stage of monsoon and in days to come it is expected to intensify. Heavy rainfall will lead to further disruption of road communication in several parts of state. The state government needs to ready themselves to face any kind of eventuality in the near future. They cannot let people alone to fight the fury of nature themselves. Dibang Valley and parts of Upper Siang also remains cut off from rest of the country. Before situation turn worse in these areas, government should take precautionary measures. District administration will have to play crucial role in this regard.

Need for an early solution

I strongly make objection to the statement. How can a long route which takes more than hour to connect capital city could be a better option whereas there already exist a shorter route for the capital. About the fragility and vulnerability to natural disaster at Karsingsa, the author’s self research does not contain any truth as the writer is not an expert researcher or an engineer. We are shocked over the points given and declaration that Gumto route is better route than NH52A. The writer has failed to think about the people of Karsingsa and Banderdewa.
The motive behind the episode is only to claim compensation from the department and to fulfil the evil desires of getting easy money from the govt department.
We the inhabitant of Banderdewa and Karsingsa do appeal to the dwellers of Capital and its adjoining areas not to play game for self interest rather stand together in the time of crisis and demand for early restoration of NH 52A road. I do request the government for permanent solution of Karsingsa block point for the greater interest the common public.

Save forest, stop smuggling
Dear Editor,
Even after many years of the Supreme Court ban on timber business in Tirap District, a quite few groups of timber smugglers are vying with each other using the natural forest as their source of income.
In the past few months, it is observed that there has been an illegal felling of trees from the forest reserved land near Mopaya area under Deomali Forest Division. This rampant illegal smuggling of timber is because of the sheer negligence of the Forest Department.
Invariably, the officers in charge of the forest need to take note of the activities operating in this area. It is true, day in; day out timber of varied qualities is being transported to Assam via Dirok check gate. And I wonder what are the officers of the Forest Department doing? If Assam Forest Department could check felling of trees and illegal encroachment into their reserved forest then why can’t our Forest Department stop such illegal activities?

This is in response to the topic “Give them a chance too” raised by one Nini Tapak which was published on 3rd June 2015.
I support his take on the issue as well as the response of the teachers of Govt Higher Sec. school Rumgong. Not to mention the negligence of teachers, I think that it is also the negligence of higher authorities of the concern department.
I am here to mention the present status of marks secured in Economics Paper in AISSCE 2015 by the students of IGJ GHSS Pasighat. I was shocked to see that maximum numbers of student couldn’t even secure more than 10 in the paper whereas the marks secured in other papers were very high and there is a huge drop in total percentage due to poor performance in economics paper. It is sad to see that most of the students qualified with the help of their additional paper. So I asked few of my younger brothers what is the reason behind this poor result. They told me that there was no economics teacher in the whole academic session, all the class XII Arts students tried to sort out the problem and spoke to the concern authority but no further action was being taken.
2 Once Upon a Time2 IGJ GHSS Pasighat was considered one of the most reputed Govt. school in the entire state because of the excellent performance by the students, its infrastructure, adequate number of faculty members. I am an alumni of the school and it is very disappointing to see such poor result especially in economics paper.
So I request the concern department to post economics teacher in IGJ GHSS Pasighat before the next academic year starts in order to prevent the poor performance in AISSCE.

Questionable degrees
Dear Editor,
This is regarding the news item ‘A university in Tourist lodge’ that appeared on The Arunachal Times on 12th June.
Surprising that the newly established Universities awarded multiple M.phil and Phd degrees without having sufficient faculty members.
Meanwhile within short period of time, the Arunachal University of Studies, Namsai awarded many degrees from Ghaziabad and Apex Professional University of Pasighat has awarded degrees to many students as well and also offering various courses such as M.Phil and Phd in various disciplines. This simply reflects the education system in Arunachal which lacks quality education. Such type of practices result in poor education and it is violations of the UGC rules and regulations.
However, according to section 22(1), of the UGC Act, only universities that are established by an Act of parliament or the State Legislature or an institution deemed to be a university or an institution especially empowered by an Act of the Parliament can award degrees.
The degrees that are to be awarded by such universities should also be listed by the UGC under section 22(3) of the UGC Act, 1956.
Furthermore, the word ‘University’ can’t be used by any institution other than a university established by or under a Central or a state Act or a Provincial Act.
Through your esteemed daily, it is an appeal to all the political leaders, public and NGOs not to encourage such type of private Colleges/Universities in future which do not fulfil the UGC norms and concern departments need to look into the matter seriously. At the same time, I request all the Private Universities/Colleges to strictly follow the UGC rules and regulations.
